District BADministration

Does anyone have any control or authority at the District Admin Building in Cayman Brac?  On a group visit there a few weeks ago, we were in shock as we walked around and noticed nearly every staff member on their blackberry phones or parked off in corners loudly chatting away. One of the girls had her earphones and music playing while wearing a hooded jacket, is this the new work attire at the Disctrict Admin? It reminded me so much of college, certainly not a place a employment and definitely not a District Administration Office.  It is a shame that the young people are getting paid to play and talk while other hardworking Government employees salaries have been cut. 

It seems to me that these young people are put in to these positions, but have received little or no training and are completely unaware that they are supposed to be actually working in order to receive a paycheck.  They don't even have the manners to say "Good Morning" when you approach the office.

On a positive note, the Post Office workers in the building were very well mannered and quite helpful ,ofcourse they all appeared to be a much more mature group of ladies.
