Anyone understands this issue with regards to the cruiseships?
Is there some law which prevents the cruise ships to dock here past a certain time because of the on-board gambling?
I am lost because I am not understanding the link between the cruise ships staying here longer with allowing gambling? If Caymanians are not allowed on the cruise ships to partake in the gambling how does this become an issue?

Let the passengers gamble
Let the passengers gamble when the ship is in Cayman waters. They can show their room key to get a seat at the table. Charge the ships a couple of bucks per adult passenger for the privilege. That could generate several million a year to help the deficit.

I am running a book on when the gambling law will be reformed if anyone is interested. I am going to say it is for a school to raise funds because apparently the gambling law does not apply to churches or church schools.
As long as the cruise ships
As long as the cruise ships are in Cayman waters (which extend out to maybe 12 miles) they are subject to Cayman law which prohibits gambling. Once they hit international waters they are free to open the Casino's again. To allow the casinos to be open when in port they would need to amend the local gambling prohibitions to either specifically allow cruise ships and/or non residents to gamble locally.

This is true, as I believe that ships located in international waters are generally under the jurisdiction of the country whose flag is flown (there are some exceptions for ships that commit criminal acts - e.g. piracy - who can be prosecuted by any nation under the doctrine of "hostis humani generis" or "enemy of mankind").
There are also some general administrative limits to what ships can do in international waters (e.g. you can't dump trash or sewage however you want), but Cayman's laws against gambling wouldn't apply outside of "our" waters.
International waters used to start 3 miles out (it was the farthest any gun could shoot at the time), but under the 1988 Territorial Sea Proclamation the "high seas" (same thing as "international waters") border is 12 miles from shore.

Hurricanes are produced by very specific environmental conditions and has nothing to do with the number of times someone gambles!

The science referred to is
The science referred to is all high school stuff. It is high school stuff that is inconsistent with the Bible. But the Bible is a book full of bronze myths and is not a scientific text.
