No he shouldn't. This was a business transaction made between him and Thomas. There is no evidence that he "abuse his power for personal gain." The case is still ongoing. He shouldn't step down unless he is charged for an offense!

I hope that you were being ironic and that you are not really that stupid.
On its face the evidence that we have seen strongly suggests corruption. When you demand payment for $350,000 and the only service that you mention is ensuring Cabinet approval of rezoning you had better have one hell of an explanation especially when you were not the real estate agent on the deal. Intelligent, non-partisan people understand that saying it was "a business transaction" explains nothing at all. The mafia have "business transactions". If the Premier does have a credible, valid explanation then it is in the interests of himself, the government and the people of the Cayman Islands that he give that to the police and the public without further delay. Perhaps the matter need go no further and no charges would be brought and we could all breathe a sigh of relief. With each passing day the reputation of these Islands suffers as a result and is worsened by the fact that there are now other suspicious transactions on which he is refusing to provide any information to MLAs or the public.
His continuance in office could be driving away legitimate investors from Cayman. It is also possible that he could attempt to use his office to thwart an investigation. There are plenty of precedents for stepping down including his own when as ExCo Member he was involved in the First Cayman Bank scandal.
